My 2005 dodge neon srt 4 odometer blinks fuse, what can cause this to happen?

I tried my car on a week ago and worked fine. Then came back into town to drive it and it was flashing fuse in the odometer. I did some research and found it was the BCM. Would a BCM be the reason to why my car isn't starting? If so, what would cause it to go out and where is the BCM located? If not, what could be other causes of my 2005 srt 4 not to start and how to troubleshoot?
