Can you turn back the odometer on a foreign car?

some kid the other day at school told me you couldnt turn back the odometer on a foreign car. well im looking to buy a mitsubishi 3000gt and found one on a website. it was a 94 and only had 110k on it, and for some reason i find this to be kinda suspicious, so is it possible that it was turned back?
