Huge odometer rollback, what can i do ?

Hi. Two weeks ago i bought Honda Accord 97. The guy said the car has 109000 miles and that he is buying car and reselling them , kinda like dealer. Yesterday i saw that the odometer is not moving at all and i decided to pay for Carfax and SURPRISE the car has almost 200 000 miles and what's more the car is listed as :salvage ... The previous owner listed the car in car max as odometer exempt. What can i do in this situation ? Can i sue him ? Or can i get my money back ? Cause I paid almost 4 000 $ for it ... Thanks in advance
