Illegal kitchen on long island?

My landlady has a illegal kitchen and tenants on the second floor, I want to sue her. What should I do? Officials from Brookhaven inspected the second floor a few months ago, and they found nothing there because my landlady removed everything--and when inspectors left, my landlady replaced everything. She told me that the fine for having an illegal extra kitchen was 10,000. I hate her. What should I do?
